The current administration creates or strengthens hurricanes that ravage 2 red states and a US possession and don't "program" it for a direct hit on Cuba? Or they just send Cat 5 storms headed in the direction of the US for the thrill of it?

If you understood the complexity of weather patterns, the hundreds on interactions that take place and the subtleties of weather systems, you would realize that the world does not have the abilities to redirect massive weather systems or even minor ones - because that would mean changing every single weather system in the northern or southern hemispheres. If it did, would droughts over farmlands persist for years (or floods)? Would icebergs and the Arctic be melting?
