The draft order tiebreaker is strength of schedule. This is based on games happening this year, not last year.
The SOS based on games played so far is not necessarily of interest, as it includes irrelevant games for which both teams will have played the same opponent before the year ends. The only relevant games in an SOS comparison between two teams are games they don't have in common, and one can just total up wins in those games rather than calculate the SOS percentage. The total wins are given in parentheses - in case of a tie the team with smaller amount is trending toward picking ahead.

I don’t think they are tanking. I watched a bunch of their game today. They play hard, but they get such bad QB play weekly, they have no shot. They made their bed by passing on guys like Watson and Wentz and have been sleeping in it since.
Now that being said, I do think they might win a game or (gasp!) 2 this year. In weeks 15 and 16, they play Baltimore at home and at Chicago.

At where the Broncos currently are slotted (4th based on Ray's info), you can almost bet it all that Elway and the Broncos will make whatever trade they need to make to go from #4 to #1 to get whatever QB they desire.
If one was considering trading Eli to Denver, the Broncos now solid footing in the top 5 of the draft puts QB firmly in play for them rather than making a trade.
The way it might break down, the Giants and Broncos may end up with the same amount of wins. I'm not sure we lose the tiebreaker with that, but who knows.
