There are more fails than benching Manning and he needs to take his share of responsibility as pro personnel vp. Make him entertainment director, food and beverage chairman or vp of hot dog temperatures but get him the hell out of personnel.
I believe Mara is essentially the coordinator of the two scouting departments. (College and pro) However, I don't think he has the hiring/firing authority over those departments, the GM does. Ross is the head of college scouting.

There major dysfunction across All levels. Upper Management and ownership is not blameless. Also his title implies duties relating to players and player evaluations. Maybe it's an empty title but it's not unreasonable to want a total house cleaning in that area. .

How do you know? How could you possibly know how good he is at his job? Have you read his scouting reports? Do you know which guys he fought for?
