Yes, it would have been more palatable from a PR standpoint to say Webb was going to play instead of Eli rather than retread Geno Smith, but seeing or not seeing Davis Webb would never stop me from taking the next franchise QB with a top 5 pick if one is available. As Sy56 has said, and many of us think, Webb is a project, and a long shot to become the next "Face of the Franchise" at QB. To pass on a legit Top 5 QB because of Davis Webb would be incredibly stupid.

1) a few quarters in 4 meaningless games behind a decimated OL and WR corps isn't going to tell you anything about him anyway nor is it fair to him to pass judgement in these conditions

I would agree that giving Webb more practice snaps and game time would be helpful to the organization. By no means Webb play should not stop the new GM from selecting a QB, should he deem the correct selection.
The way forward is hopefully easy (if they lose out). Draft one of the top two qbs, give him time to develop next year behind Eli as he plays out his contract, and go forward from there.

They could really like Webb and think he's the next guy, or don't think he will cut it, but I don't think him not playing yet is a telling sign one way or the other. They see him everyday, and supposedly they are the pro's. so we will see. Lastly, I do think that in the situation where they really like Webb, it very well may affect the first pick. With a bunch of holes to fill, if they feel strongly about Webb they could also patch the OL or RB area.
