Really looks like the cop panicked, but the guy was clearly told that no matter what you do, keep your hands over your head. If you fall, do not bring your hands down to catch yourself, fall on your face. As the guy was crawling, it looks like he went to pick his pants up and gets littered with bullets.
Cops receive a call about a guy flashing a gun outside a hotel window. They get to the room and call the guy out of the room. The guy comes out and they order him on the ground with his hands up. The cop tells him not to drop his hands no matter what and to crawl forward. The guy is crying and pleading for the cops not to shoot him. As he's crawling, he reaches down to pick his pants up and gets shot a bunch of times. He dies and has no weapon on him. They did find 2 pellet rifles in his hotel room that was used for his job.
