true I think it’s brilliant by Vince. The NBA is the most talked about league in pro sports because (in part) the personalities, rumors and off court stories. Vince is likely looking to capitalize on this.
Work the numbers. Maybe ten thousand kids play ball in school? The combine kids are probably a drop in the ocean with regards to talent. They could easily double the 300 combine attendees number to 600 or triple it.

For example, two great boxers at 126 lbs can be a great entertaining fight, regardless of if they could compete with middle weights.

That would be a bit like NFL Europe (just here instead of Europe)
They made it a NFL developmental league with each team having a farm club with about a 44 player rosters modest contracts but without the practice restrictions so the guys could really develop play the games on Thursday nights. With a playoff that end by Christmas it could work especially if they put the teams in the right markets.
like eliminating punts. If you think about it for a minute getting rid of punting would make for a far more fun and exciting game. Think of the drama of needing to go for it on 4th down inside your own red zone....knowing if you fail to convert you are giving your opponent a great chance to score.
someone creating a viable option to development besides the NCAA might work well if they commit to playing with NFL rules and NFL style offenses. Most of the college players stopped being students years ago. Pay them, and prepare them for an NFL career and you may start seeing top recruiting talent choose your league instead of the NFL. Then allow the players to be drafted out of your league into the NFL or be signed as FA after they reach the NFLs mandated time after leaving high school.
All that would happen is that the teams would send out the FG guy and have him kick the ball downfield (hopefully with some height so the cover team can get there. I don't know if you can intentionally kick a FG out of bounds without a penalty, though (it is a penalty on a free kick).

However, if you threw to a WR in the middle of the field, and he catches the ball on the opponents 25, can he throw a "lateral" out of bounds to his own team mate that's sitting on the 30 (but covered) to stop the clock (and let you setup for a FG)?
An out of bounds pass should stop the clock, but I've got to think the NFL has forbidden this situation by rule (or you'd see it).

Simplify rules so the games don't take forever.
And players that get penalized will get an electric shock.
