In reading the various blogs , there appear to be 2 approaches to the draft
One is to draft for the future, a QB, the other is to draft for the present and trade down and /or draft the best player that can step in and play immediately
For purposes of this discussion let’s assume that the Giants do not believe that Webb is a franchise QB
Where do you stand ? Should the Giants draft the best available QB or should they either trade out of the second pick of draft the best player available at 2 ?
If you really must use the draft to plug holes, do it after round 3.
You can have a great team but an ordinary QB and your chances of winning are significantly diminished
There are only a few examples of teams winning the Super Bowl with an ordinary QB
Therefore, if you are building for the future you would start with a QB
At the end of the day with the highest pick since 30 or so years,yeah it's maybe the best to take a shot at one of the QB's.
If you draft a top-tier QB (like Houston did with David Carr), and you have a lousy O-line you destroy the young man, physically and mentally.
If you draft a good QB like Dak Prescott (Dallas), Wence (Philly), or Goff (Rams) - with a good line you're in good shape because you've got a good O-line, you're in good shape.
Bottom-line, you need a good foundation to take advantage of a talented QB.
The last time two quarterbacks were so close and both sure things was Peyton Manning and Ryan Leaf. San Diego gave up a whole lot to move up from #3 to #2 and got Leaf. How did that work out?

Did Flowers get better in 2017? Yeah, he did. Did Jones & Fluker play well, and would a healthy Richburg be enough...especially with a FA or drafted tackle next year? Perhaps. I think the ROI appears much better... especially in the finite window Eli has before retirement. The Giants won't rebuild the entire OL like Dallas did. The paying fans wouldn't stand for it...
