IIRC, Coughlin did that to Giunta in 2008. (Or maybe it was a DC position - still would've been a promotion.)
It's not a promotion by NFL rules. They have two classifications: head coach and assistant coach. So you can block position coaches from interviewing for coordinator positions. Typically, teams don't do that, but they can.

I'm not 100% certain on that though, especially since it would effectively be the same as blocking them from moving on to a HC position unless the candidate was such a slam dunk that teams would be willing to wait.
