Assuming Shurmur becomes, I have been having a little look at how this kind of approach could look for the offensive line and running backs:
Pugh is unlike to return, he will get paid elsewhere.
I am not sure on Richburg, it really depends on evaluation. I am going to assume he leaves.
Offensive tackle: Given that there are limited options in free agency, I do think a trade is on the cards, potential targets are Cordy Glenn, Joe Staley and Joe Thomas. The asking price won't be cheap, discussions probably start in the ball park of the Duane Brown trade last year.
We know Gettleman is not going to overpay for talent and that he wants to build talent This is the kind of approach I would expect.

Let Justin Pugh, Weston Richburg move on
Trade for Cordy Glenn, move Ereck Flowers to RT.

Sign G Andrew Norwell, CAR (similar to Kevin Zeitler’s 5yr/ $60m; the 2018 cap value would be $8.4m)
Sign young depth such as
G David Yankey, CAR (RFA)
C Cornelius Edison, MIN (RFA)
Both Yankey and Edison have some game experience (like Halapio, Wheeler and Bisowaty) and have experience with what Gettleman and Shurmur are looking for.

Sign Jerick McKinnon (MIN) to a moderate contract
Sign Bishop Sankey (MIN)
Both McKinnon and Sankey are familiar with Shurmur
That gives the following potential depth chart heading into the draft:
LT: Glenn (BUF), Wheeler
LG: Norwell (CAR), Yankey (CAR)
C: Jones, Edison (MIN)
RG: Fluker, Halapio
RT: Flowers, Bisnowaty
RB: McKinnon (MIN), Darkwa, Gallman, Sankey (MIN), Perkins
In the draft it wouldn't preclude investing early in he draft, but it doesn't mean it is critical.
He's been on the sidelines as much or more than Pugh and Richburg. He's also not as position versatile as Pugh or as good a player as a healthy Richburg either. I watch the Bills a lot too, so I have seen Glenn play quite a lot.
+1. Reality says we need 3-4 new OL players that will function together. At least 1 must be a draft pick; you need homegrowns, the more the better actually.

Good plan. I would grab at least the top linemen on the market and go ol with the top pick round two. Possibly trade back up into the first round if there is a linemen they really like. Obviously, you need a willing partner.

Let the FA season come and go and have that inform our draft priorities. I think it will be tough to sign the few proven linemen that somehow find their way into the open market, but hey, that's just me.
This team is two or three years away from contention trade off all those who got you here your not looking for value for most of them your looking for closure. These players are the ones that got you a three win record and destroyed the team image during the process they are who they are don’t believe the fantasy hype anymore. Sure you can keep them “oh yeah” these guys just had a bad year just be advised you’re only delaying the rebuild process not helping it. In addition those few players of any true value are loosing value and aging badly. No one knows what DG is thinking but if he has really looked at the film he will see the truth and it ain’t pretty.
As for RB, I like McKinnon. Gallman, Perkins and McKinnon is solid. Maybe Sony Michel in round 2/3 would be a solid value.

The Giants need some good young players that they can start to build a line for the future
I would like to see a lot of young players competing for positions
The more significant issue is to have complementary players
Gettleman needs to determine what are line is and he needs to put similar type players together
Are the Giants “ hogs” or are the smaller zone blockers ?

The highest paid OTs earn $13.25M per season. What makes you think a OG is going to get $15M per?
At most, he'll get slightly more than Zeitler earned in FA last season (5 yrs/$60M) which is the highest AAV for a OG in the NFL.
As for Simms' question, the Panthers are already paying Trai Turner (4 yrs/$45M) and Matt Kalil (5 yrs/$55.5M) with both contracts starting last season and thus essentially impossible to move even if they liked Norwell more. Ryan Kalil is also set to have a cap # of $10.3M, but they could move on from him and reap $7.5M in savings if they chose.
Turner is the 3rd highest paid OG in the league behind Zeitler and Osemele, while Kalil ranks 12 among OTs (11th at LT).
So while the Panthers could try to re-sign Norwell, I think it's unlikely since that would tie up a ton of money in the OL, even excluding R Kalil.
If Pat applies this philosophy to the OL he may elect to go with younger talent needing grooming vs the high priced alternatives; taking the longer road.
I think the best way for a Giant fan to enjoy the upcoming season is "one game at a time"; celebrate each victory and not count on the playoffs in 2018.

As you said the Giants need to add depth and talent to the offensive line. Even if they sign Norwell they will have a lot of work to do. I would be in full support of them using their 2nd and 3rd round picks on offensive linemen. Give me an OT in round 2 and G in round 3. Either Desmond Harrison or Kolton Miller in round 2 and G Isaiah Wynn in the 3rd. Harrison could compete with Wheeler at LT, Norwell would be at LG, Jones would compete with a vet or Richburg at C, Fluker and Wynn would battle for the RG spot, Flowers at RT. Harrison or Wheeler would be the swing tackle, the loser at C would be the backup along with Fluker.
