It just says the receiver has control, it doesn't define control (for example it doesn't say the ball cannot move, etc.). So if they thought the Eagles guy caught the ball and had control and then readjusted the ball slightly but it was still under control (for example to get it away from a coming tackler, etc.), then it could be ruled a catch. So in summary moving it slightly around, while under control, is still considered under control and a catch from what I read. Maybe there's something else to read, but thats what I could find.
