The contract given to Garoppolo shows the importance of having a quarterback under contract. Webb will be only one or two years from free agency if and when he takes over from Eli. Unless the Giants feel the the quarterbacks in this year's class are all over rated it does not make sense to trade down and pass up the opportunity to have a good quarterback on a controlled contract when they move on from Eli.
Seattle was such a powerhouse for a few years because they were paying Russell Wilson very little for 3 years. The Eagles benefitted from paying Wentz way below market value. For the record I am not saying take a QB for this reason or just for the sake of taking a QB. If the Giants feel a QB has franchise potential then they should take him over any other position. If they don't like any of the QB's at 2 then they should trade down but stay in the top 10 to come away with either Barkley, Chubb, Nelson, or Edmunds. If they don't like the QB's this year they could acquire a 2019 1st and either a 2nd this year or next year as well to give them plenty of ammunition to get their QB if they need to trade up to get him next year.
