Could be based on him becoming a stand-up, pass rushing OLB now as opposed to a hand-in-ground 4-3 DE. Could really boost his pass rushing numbers, if he can be anything like Chandler Jones.
It could be due to his background as a LB coach but he moves players around looking for mismatches. Multiple schemes are more beneficial as they are more likely to create confusion for offenses. It's not just the production of guys like Chandler Jones but lesser known guys like Markus Golden, Alex Okafor, Olsen Pierre playing well.
that Shurmur is a QB guru and Shula has coached QBs before, I don't think it would hurt to bring in a dedicated QB coach. Ken Dorsey would make sense since Shula and Gettleman know him. There will most likely be two very green QBs who will need all the coaching help they can get.
based on what?

He is going to be a godsend for Olivier Vernon.

Based on the past performance of the OLB's in his scheme.

Because Bettcher is a versatile defensive coordinator who schemes around players who can play multiple roles, which Olivier Vernon known for.
Objectively speaking, he has less of a noteworthy resume than Solari or Pat Flaherty did.
But, having accomplished coaches has not seemed to matter much for the OL.

OV has been playing a long time now, we know what we'll get. Outstanding play mixed with complete disappearance for weeks at a time.
