Both in the top 10 (maybe even top 5) and then with a great # of toolsy second tier guys to follow in the next few rounds.
You have Rosen, Darnold, Mayfield, Allen all strong possibilities in the top 10.
Then Mason Rudolph and Lamar Jackson being talked about mid round 1 latest early round 2.
Closely followed by Falk,Lauletta and White. Each one of these 3 could easily be drafted round 2-3.
And then a bunch of late round 3-5 guys with plenty of translateable NFL skillsets in Shimonek, Benkert, Ferguson,Silvers.
Yes it could be 4 in top 10 and maybe even top 5 (with trades) that would be unprecedented in itself.
Lamar should go mid to late first.
Then if Rudolph squeezes in there and maybe even a surprise guy (there always seems to be) that an eye popping 6-7 QBs in the first 32 picks.
My hunch is that after that we won't see another QB picked for a long while.

Lake, Qbs are always 'over-drafted' due to their potential transformation impact on an offense. There are so many guys with enough quality tools ,measuables and traits that I would be surprised if we don't see a few more drafted round 2 -3 and then quite a few more not too long thereafter.
The investment at #2 is a huge difference from outside the top 15. Since this draft is so deep we may still see them go QB in the top 3-4 rounds. That guy could provide competition for Webb and he could sit for a few years without the same repercussions of trying to do that with a top 2 pick. Not saying this is the right approach or not, but it may be what they decide to do.
