As we know, its anybody's guess what is going on with front offices throughout the league.
However, if the Giants in fact either have 2 or 3 QB's rated about the same( or not interested in a QB at all with the 2nd pick) and Cleveland does as well regarding QB's as that is where they're going:
Buffalo trades up to # 1 giving up the 12, 22,53,96 + 2019 1st and 2020 2nd ( a haul for sure but that what it would take).
Cleveland then sends the 4, 33, & 104 to the Giants for the second pick.
Grab a Chubb or Nelson and use the 104 to move up for a player that drops late into the second round.
I don't see it
CLE stays at 1
BUF moves up to 2
Giants move back to 4
CLE moves back to 12 (gets extra draft capital from the bills)
Giants get extra draft capital from moving for #2 to $2 (maybe a couple 2nd rounders or a second rounder and a 3rd rounder).
I think that makes sense for all parties. But no way is CLE moving off #1 IMO
TRADE DOWN SCENARIO: 3-WAY TRADE WITH BROWNS AND BILLS + 2nd TRADE WITH DENVER
Cleveland goes from 1 to 2 (3000-2600=400 pts owed)
Cleveland goes from 4 to 12 (1800-1200=600 pts owed)
Cleveland total=1000pts owed
NY goes from 2 to 4 (2600-1800=800pts owed)
NY total=800pts owed
So NY goes to 4 and gets 22 (22=780pts pts) and 2019 3rd pick
And Cleveland goes to 2 and 12 and gets 53+ 56+ 65 ( 370+ 340+265 pts=975 pts) and 2019 1st rd pick
As for why this could work (from George in PA):
Strategic Trade Down while still drafting BPA. Yesterday’s 3-team trade rumor has me intrigued because it is win for all 3 teams. Buffalo seems to be willing to trade away the farm to move up for a QB. The Giants seems to be open to a small trade down (not 12) and The Browns 2 biggest needs are QB and LT. They will get the QB with their 1st pick but their 2nd @ 4 is too early for McGlinchey, possibly the best LT in the draft (or Connor Williams/Kolton Miller), so I understand why moving to 12 is not such a bad idea……and getting a ton of extra picks.

ROUND 1 Pick 5
Options: LB Tremaine Edmunds, Quentin Nelson, Saquon Barkley , Minkah Fitzpatrick, Bradley Chubb, Baker Mayfield, Josh Allen
Choice: RB Saquon Barkley- QBs go 1-2-3-4 for the first time in draft history. Giants beneficiary of a double trade down and still get top non-QB in entire draft. Home-run threat in 3 phases: run ,pass and special teams. Giants get highest instant impact player in draft to make another run with Eli
ROUND 1 Pick 22
Options: G ISAIAH WYNN, Conor Williams, Jaire Alexander, Courtland Sutton, Leighton Van Der Esch,Rashaan Evans,Harold Landry(16.5 sacks JR year), Isaiah Oliver CB, LT/RT Kolton Miller, James Daniels, Will Hernandez

Round 2 pick 2
Options: Will Hernandez OG, James Daniels,Billy Price, Ronnie Harrison, Ronald Jones, Sony Michel, Isaiah Oliver CB, Justin Reid FS
Choice: Isaiah Oliver CB- one of my favorite CBs in this entire draft. Tremendous smarts, coverage ability, and very long arms. NFL Comp: Nnamdi Asomugha with the Raiders.
Round 3 pick 2
Options:Lorenzo Carter,Kyle Lauletta, Frank Ragnow ,Josh Sweat, Darius leonard
Choice:LB Lorenzo Carter -toolsy LB with size and speed in the Leonard Floyd mold , edge rushing potential as well
ROUND 3 Pick 5

ROUND 3 Pick 6
Options: Kyle Lauletta,Quentin Meeks,Shaquem Griffen, Lorenzo Carter, Shaquem Griffin,Oren Burks, Darius Leonard
Choice: QB Kyle Lauletta- Another coach on the field. Senior Bowl MVP. Outside the 1st round Qbs Giants paid most interest to him. insurance behind Webb once Eli retires with some upside.
2019 3rd rd pick
The 104 allows them to move up late in the second.
I believe it makes great sense for Giants if in fact they have a group of QB's rated equal or in fact not looking there at all in the first round.
With a deep draft, you are dropping two spots to get who you want anyway and potentially 3 second rounder's ( with the trade up using 104) and two 3rd rounder's.
So, we get a QB/RB/DE/G at 4 and use the next 5 picks on the BPA's as it relates to OL, LB,RB,CB,S.
Works for me and the Giants but of course, Cleveland and Buffalo need to play along.
One of Mayfield, Rosen or Jackson will likely still be there at #12 and would always be better value than mortgaging their entire future for a slightly better quarterback then they could have at #12...
Lots of assumptions to make this work, but if we were going to take one of the non-QBS at 2 we essentially have nothing to lose. It would be nice to get more -- but that is just icing on the cake.
Absolutely need more out of that deal, especially if Buffalo needs that move to work. They need to get Browns to give up at least the 53(not great but a great piece in a package to move up ).
Assume Buffalo, Cleveland and NYJ all go QB so Darnold, Rosen and Mayfield are off the board. The Giants select from Allen (possibly Rosen) or Barkley, and at 12 get someone like Vea?
On first blush, I don't hate the idea of having the #4 and the #12.

Don't think Cleveland would go for that. More realistic would be we get the 22nd. But if we somehow got the 12th...
It'd be McGlinchey, Derwin James, Tremaine Edmunds, Marcus Davenport , Roquan Smith, Jaire Alexander, Harold Landry, Vita Vea. Those would be the guys that I could think of that would provide max value at that spot and have at least a shot of being there.
I'd rather get that haul for the Giants 2nd overall pick. Just leave the Browns out of it.
We lose the blue chip this year but are sure to get one next year with Buffalo's 2019 pick possibly being a Top 5 selection.
