if they really love on of those QBs they can trade with Giants and move up to 2

I don't have any strong feelings about any of these guys, though I'm a little skeptical of Josh Allen. And I don't know how Dorsey thinks about this stuff. But I don't think that's how it works.
The Browns (and the Giants, and the Jets, and...) do need their next great quarterback, but that's not the same as needing [I]any[/I} quarterback. If they think one of these guys is a potential Hall of Famer, and could lead their team for 15 years (barring injury), hell yeah they're going to grab him. But if they don't think the QBs are the best players in the draft, and they think there are other HoF talents in the draft, they'd be foolish to pass on a Hall of Famer for a guy think will be a pretty good starting QB.
Nobody knows the future, we don't know how all this will turn out, but if you have a much higher grade on Barkley or Chubb or Fitzpatrick than on any of the QBs, you don't take the QB first. You take the guy you think is best -- or trade the pick. You could get a fortune for the pick from some other team that has a different grade on the players, and maybe still get a QB prospect at a more reasonable price.

They are going to take Allen at 1. Giants take Darnold at 2. Jets take Mayfield at 3. Browns have their pick of Barkley/Chubb at 4.
