They are on the clock. Their new GM is trying to better their team, he doesn't have to make the pick until they are on the clock and he knows all of his options (including draft day trade proposals)
you should be committed to that player by Tuesday of this week or get the heck out of the number 1 position. It really is that simple, if you are still waiting around and willing to trade then you shouldn't be picking that person. The first pick is totally in your control, you have scouted players for months, if you can't commit to a guy two days before the thing or think there might be more value to that pick than what you can get, you should get out of that pick. That is why we basically know every year who is going to be taken 1.
Since they also own the 4th pick, they probably want to keep other teams guessing as long as they can. That, plus the more standard rookie contracts, and I don't see a motivation for Cleveland to reveal their #1 pick early.

I do see your point that the fourt pick would complicate things this year, but if you are committed to a qb and he is now going to be your franchise qb, you would think nothing would change by revealing your first pick. You are not going to chance he won't be there at 4. your not going to let any team trade above you and take that guy. That is why I still think there is a minute chance they take Barkley 1 and why we keep hearing about different qbs from them (Allen, Mayfield, Darnold etc). Maybe they just don't love the qbs and won't take one at 1. I doubt that is the case, but it is the only logical reason why they would care to keep their first pick a secret.
