Seems like a waste of a roster spot to me.
Actually that is exactly what it is. All teams carry at least 4 QB's during camp because they need at least that many for practice reps.

Yes, but we are in a situation where we don't need to conserve reps. Obviously, we won't have Eli throwing a ton of balls all summer. But, the other two should be taking a ton of snaps. Anyone other than them taking snaps makes no sense.

The reason for the 4th QB is because teams don't want to over work the QB's. Tanney will likely see little to no snaps in preseason games assuming that he is still on the roster then.

The camp roster size is 90 players and you need arms to run all the drills for all the players. He wont take any "snaps" from the big 3

FYI, they go from 90 right down to 53 now, no interim cut days anymore.

FYI, they go from 90 right down to 53 now, no interim cut days anymore.
That's following the final preseason game. So they'll have a need for 4 QBs up to that point.
