By forcing 8 returners within 15 yards of the ball, you leave only three guys to cover essentially 40 yards of field.

Since the kicking team must have 5 players on either side of the ball

It limits the formations for on-side kicks, but makes them easier to disguise in situations where an on-side kick is not a given.
We might see more KO returns going forward

the kicking team won't get down the field quite as fast.

will be more pooch kicks, designed to fall right behind the defender line. Could be used more as a kickoff tool all around as there will be a lot of field open.

I think you're reading that rule backwards. My interpretation was that the eight blockers on the return team could NOT enter the 15 yard area until the ball was caught or hit the ground. In other words, they're actually restricted to staying back to block (or field a pooch kick).
