A player who is officially listed as a quarterback must be labeled the “inactive/emergency third quarterback” before a regular season or postseason game, with the designation spelled out on the pregame report on game day. A “bona fide quarterback” is one who wears a number authorized for the position and is either an established QB or a player who takes snaps only at the position during at least three consecutive weeks of regular season practice, including any week that player would be listed as an emergency third quarterback. In order for a team to have an emergency QB, there must be two “bona fide” quarterbacks on the game day active list.
The designation can apply only to quarterbacks who are on a 53-man roster and, even if elevated to the 48-player roster for that week’s game, a practice squad player is not eligible to be an emergency QB. The rule allows a team to avoid counting the emergency quarterback as an active player on game day.
A team can activate the emergency QB in a game if its two active quarterbacks cannot play because of injury or ejection. However, the emergency third QB cannot come in simply if a QB is benched. If one of the active-list quarterbacks is cleared to return to action, the emergency quarterback must be removed and can return only if there is again no other option.
An emergency third quarterback cannot be designated if a team has three or more quarterbacks on its game day active list, and a running back, wide receiver or tight end can still play quarterback in a game if on the active roster. Emergency third quarterbacks are permitted to warm up with players on the active roster.
An emergency quarterback cannot be used because of an equipment problem with the first or second quarterback. In that instance, a team can use another active player or call a timeout. Nor can an emergency quarterback come into a game for trick plays or in a Wildcat formation. And once in the game, no other player can take the snap. The emergency QB is allowed to quick kick once he’s in the game but cannot punt or kick on special teams.
The emergency QB must report to the referee upon entering or reentering a game and the ref will confirm that the two quarterbacks indeed are unable to play. The emergency third quarterback can have a radio in his helmet with which to hear coaches if designated by a team as one of its three players to have one.
A breach of any of these stipulations would result in an unsportsmanlike conduct penalty.

An elevated practice squad QB is eligible to be the emergency 3rd QB. Last year it had to be an inactive guy on the 53 man roster.
Rule makes sense, interest in having the QB3 be Tommy DeVito specifically does not.
