Just by way of knowing that comp pick calcs are over in just a week or 2, have to believe the Giants know he's not going to impact their picks.
It would be enormously stupid to potentially give up a 4th round pick to sign Jordan Phillips a week earlier so he can go to voluntary minicamp
He's on the "non cfa" list on OTC's site. So, no, he doesn't count.
