I think he's "playing" the team. By not saying what he going to do, he views it as a type of insurance that they won't draft a replacement and leave him out in the cold (because it's unlikely another team will take the chance the Giants did with him).

It seemed Dabol placed a heavy emphasis on TE when preparing the 2023 offense, which made the impact of Wallers absence hard to recover from. Fault Dabol for relying too much on Waller. Can’t make that mistake again in 2024. They have to prepare the offense and their personnel plans as if Waller was gonzo.

Given the signings at the position, the Giants have operated in UFA as if he's not returning. I imagine they'll do the same in the draft.
All things considered, I think the Giants will cut Waller even if he decides he still wants to play. They just have to operate conservatively right now because 1) they are being respectful to him but 2) more importantly they don't want to open themselves up to a grievance or PA issue if he's not 100% healthy.

Add overpracticing, overusing Waller during the preseason as yet another mistake by the coaching staff last year.
The guy was coming off of two injury shortened seasons, was 30 years old and they had him ball-out in every practice, to build some sort of rapport with Jones? No maintenance days that vets typically would get (like Barkley), especially ones coming off of an injury.
And sure enough, how hamstring issue came back by the end of preseason.
