Are the Giants one of the "complicit" teams?

The flyer has been sent to the Patriots, but head coach Jerod Mayo admitted it would take a “bag” to move out of the No. 3 pick. And NBC Sports Boston’s Tom Curran reported that internally the belief is that it would take more than three first-round picks.

I am sure all of the talk of “Three #1s” is targeted at the Vikings to get #11, #23 and their first in 2025. Since they don’t go back quite as far with the Giants, that may slip down to 2 firsts (2024 and 2025) and #47 this year plus some other later pick in 2025 to argue that it is essentially “Three #1s.”
Their fan base will be pissed with no QB. Being able to say to fleeced another team (and maybe still got the guy you really wanted - McCarthy, Maye, Penix or Nix) would be great PR for them.
Get JJM at 4 for much cheaper or if they don't actually like JJM then take WR at 6 or trade down and hope Penix slides.

I've had that feeling as well, also that Kraft could overall his HC/GM if they decide to trade down and take a QB instead.
No it’s not, we could like a QB that isn’t one of the top 4. And we all understand its costs a lot to move up.
