Herbert went very low for a supposed number 1 pick. I think the difference is that this year there are a ton of teams needing a QB. Back when Herbert was drafted, there were less QB needy teams.

2020 - QB 2 or 3 (depending on what a team is looking for)
2019 - QB1
2018 - hard to say, hardly anybody thought Mayfield was QB1 but he went #1

was Herbert's final season wasn't so hot either, similar to Maye.
Herbert had a good final year. Better than Maye's. Herbert's JR year was sketchy and uneven. I'm sure it didn't help being coached by that imbecile Mario Cristobal.

Not a big fan of Young…too small for me.
I liked Stroud a lot…a lot more than Young but would’ve took Maye before him.

QB2 in 2021 - although there was a lot of hype around Zach Wilson at the time. Especially after his pro day.
QB4 in 2020 - possibly 3 because of Tua’s injury history.

Darnold, Allen, Rosen, Kyler (went #1 in weak year to his old coach), Tua, Herbert, Stroud, Daniels, Maye
First round picks but never in QB1 conversation:
Mayfield (was a surprising pick), Jones, Haskins, Love, Wilson, Lance, Fields, Jones, Pickett, Richardson, Levis (went #33), JJM, Penix, Nix
obviously there would be rankings within each tier, i just listed them chronologically. It is also possible JJM is in fact a higher graded player than Maye, these tiers are mostly based on consensus expert opinion.

Hard to say. Richardson's solid performance last year may be making me biased
We have the benefit of hindsight.
We know how the prior QBs have done in the NFL and we are projecting on this year's prospects.
These QBs will be elevated based on hope and the unknown.
