Question on unnecessary roughness

In the Giants vs. Bills game, the Giants RB (Williams?) was picked up and forcefully slammed head first into the turf during the tackle. I was expecting a 15 yard penalty for Unnecessary Roughness but it never came.

Yet, in the Thursday night game that penalty was called for a very similar play. I distinctly recall Collingsworth commenting on that penalty saying the league was calling penalties like that to increase player safety.

At the very least, this is an inconsistency in what is acceptable and what is not, and in protecting the players.

Williams(?) could have been seriously injured on that tackle and it should have been called.

Why wasn't it. Is this another apology from the league in the waiting?

Am I wrong on this?
was it a qb on the play that was flagged?

I was also surprised that Jennings didn't end up with a neck injury.

Martin was ejected and suspended for two games for that one. Now, that was also a late hit, but the violence of him slamming McMahon to the ground like that is what drew the suspension.

Mario Williams basically picked up Rashad Jennings and Piledrove him into the turf. I thought it was excessive and dangerous. Surprised there wasn't a penalty.

Martin should've been put in jail for that slam. That had nothing to do with the game.

somebody slamming Terry Bradshaw head first into the turf as the reason the NFL made that type of hit illegal.

Mario Williams picked Jennings up, and purposely turned him while slamming him to the ground on his head. Pretty dirty play and the announcers didn't even say a word about it. He could have broken Jennings neck.

That one was even more flagrant because McMahon didn't have the ball.

They were a chippy team before he even got there. Having Jim Schwartz as the DC will do that.

Fine is very appropriate. A game suspension would not be outlandish either.
