This is not surprising. Their treatment of women was abominable. Back then there was no such thing and a Japanese professional woman. In fact it was taboo for a married Japanese woman to work as a waitress or any other service job because it involved "serving" men other than their husbands.

The recession plays the most significant part in the declining birthrates in both the US and Japan. In the Japanese case, they suffered through two balance sheet recessions (the 1990s "lost decade" and the 2008 crisis). If you look at US birthrates over the last century, the lowest fertility rates occurred during the Great Depression-WWII period and the 1970s due to a poor economy (or in the case of WWII, millions of men overseas)
