CBA, how do the Jags, Browns and Titans get away with those cap numbers left over? Supposedly they need to spend a certain average percentage over a few years.

You know what is amazing? The Pats have over $20 million in cap space. Ugh.
by restructuring any of the well paid guys just like the Cowboys do. We have plenty of space next season so we do have room for Hankins and any of the veteran rbs out there. If we resign Wil Johnson the dead money does not go away. It is based on a previous contract.
RE: Why not bring back Will Johnson to a cheap deal
if we're getting hit for $200k for him this year anyhow?
The problem with Johnson is that he is a similar style player to Ellison. I think the Giants will carry 4 TE's and no fullbacks this year. Ellison and Adams are locks IMO so that leaves two sports for Tye, LaCosse, and a likely draft pick plus several UDFA's. If he stays healthy I wouldn't be surprised to see LaCosse beat out Tye.
the three teams with the most cap space won 2, 1, and 3 games last season respectively. Why are they hoarding cap space instead of signing the best free agents?
Is it possible that, although they have the cap room, they either don't have the actual money, or don't want to spend the actual money on expensive players.
The Niners have been one of the leagues's classiest franchises. What's the deal with them?

SF and CLE don't have franchise QBs. Similar to HOU (#7).
Ten and Jax have QB's, but both are on rookie deals. Same w/ Oak and TB who are on this list.
IND, GB and CIN are the teams that are surprising to me being on this list.
RE: And J.T. Thomas is still on the roster because ... ??
My guess is that the Giants intend to pick a LB high, but want to keep him on the roster in case their targets get taken before the Giants pick.
IMO, this is simply the Giants trying hard not to tip their hand on their top picks. If they let Thomas go, it just tells the league that the Giants will grab a LB in their top 3 picks, so if there is a LB you want, jump ahead of them in the draft.
This is also simultaneously cap management. If you look at the numbers for whole cap (once the rule of 51 exemption expires at camp), the Giants are actually over the cap by about $400,000. By freeing up $3M by simply cutting Thomas, they get under the cap and free up some extra space of IR moves in season.
While it is a slightly different discussion, this could also be the reason that Dwayne Harris is on the roster. If the Giants find a KR/PR in the draft, or in camp, they can cut Harris (as a post June 1 cut) and get $1.4M in cap savings with that cut.
Another interesting scenario in the draft that could affect the cap. Suppose the Giants grab a pass-rush DE high in the draft who plays his way into the DE rotation in camp. The Giants could then cut (or trade) Kerry Wynn at the end of camp- and save $1.797M.
The above is a long way of saying that the Giants might simply be holding back on important moves that will be important for the camp to try and hide their intentions in the draft as much as they can.

No its that they just cant cut him because he is hurt. JT will take as long as he possibly can to recover.

Good point about the quarterbacks, but the Niners, $73 million? Eli is "only" a $20 million cap hit, I think.
I read somewhere that Thomas is well liked amongst
His knee may be messed up and he may be refusing an injury settlement? (speculating)

At this point that 200k is sunk, even if they re-sign him that 200k is still dead.
