Its early but i haven't read any commentary that Johnson or Geno have looked even serviceable out there so far. In fact, many of the beats seem to be fairly judicial with noting how much these guys are struggling, but reading between-the-lines leads you to believe these guys really suck.

Webb isn't going to be the primary backup this season. He's going to be the third QB. The two veteran guys are battling for the backup spot. Since Webb isn't going to be allowed to compete for the #2 spot, the other guys get the reps.
Pretty sure that's the reasoning. I think it's sensible since this team appears to be good enough, especially on defense, that it should be able to survive an injury where Eli misses some time -- provided that the backup is a competent NFL quarterback.
Webb may end up being an All-Pro QB but in college, he didn't line up under center. He's not ready to start in the league yet and won't be at the end of training camp, regardless.

There are 21 other guys on the field for every rep that need the QB to know what he's doing, so they can progress through camp.
The second and third units aren't Webb's personal practice play ground. When he has command of an NFL huddle and an NFL playbook he'll get a shot at more reps.
Until then it's silly to expect him a developmental rookie to be getting the snaps.
