On the one hand, the Columbus Prosecutor's office found the evidence to be so weak and the alleged victim's testimony to be so unbelievable, that they didn't even bother to file charges.

5. If they remain in contention he will take it out to end (like Brady) and serve it next year.
The CBA provides for the disciplinary process. Brady's matter ended up in court because it was alleged that the process in the CBA was not followed. I'm sure the league cleaned that up and has deliberately taken as long as they have to provide appropriate due process throughout.
I assume that prosecutors want to meet a standard of beyond reasonable doubt or even the preponderance of evidence. For the NFL, I'm sure is much lower, like, "We're convinced you did bad stuff and impeded our investigation by destroying evidence."
