In the absence of any other factors, this would be a questionable statement- other than 2017, he has been a well above average SP.
However, add in that IF he opts out, he would be the SP with the highest upside in the FA market in a league starved for good SP- and add in that he is still in his 20s- he's likely to be looking at over $25M per.
Sure, whatever team signs him is going to make sure that they get insurance on the contract and have clauses on injuries included- but when many teams don't have a solid #2- and some don't even have a legit #1, assuming he opts our, there will be a robust market for Tanaka.
The larger issue is whether Tanaka WANTS to leave NY. It is a good place for a Japanese player, with advantages few other markets have (access to Japanese stores, media, population, etc.).
If he could get a commitment from one of the LA teams, he might go there.
Something else to consider- Texas is widely rumored to be the front-runner to sign Shohei Otani if he is posted this winter. Many might not know that Tanaka and Otani are close and spent much of last winter working out together. Tanaka could end up in Texas as a mentor for Otani.

I'm not sure how unusual this is, but 3/5 of the starting rotation seems a lot, and sometimes I look at the lineup and think "Geez, that's not very imposing", but that's to be expected when 1/3 of the lineup is out (worse before Hicks returned)...P Tanaka, Hiro

Mets have 6(!) pitchers and 2 3B on the DL. Even granting the Mets have had worse injury luck this season than the Yankees, I'm still unsure whether the Yankees are having exceptionally bad luck or if it's just a little right of the center of the bell curve...
