In theory, the Giants are still alive for a playoff birth. With that in mind you want your second best QB active, so you have a better chance of winning any game in which Eli doesn't play all or part of.
I know the chances of the Giants making the playoffs this year are extremely remote, but I assume this is the way the team is looking at it, because you don't give up on your season until you've been eliminated.
When they lose their 9th game absolutely any remote hope they might have had for the playoffs will be extinguished and then they can dress Webb.

Even if he is he should be moved up to back up and be ready. Why not? The chances of them making the playoffs is nil. Smith won't be on the team next year. Makes sense. But McAdoo seems oblivious to roster management
