Rib cap. or rump cap? Rump cap is also called picanha, or sirloin cap. I know I've seen it at the Restaurant Depot, I also know that unless you have a RD card, that info is of no help.
Picanha would be easy to find in a market that specializes in Latin/Brazilian foods.
Rib cap is probably easier to find from a specialty butcher. Sorry, I'm not a whole lot help here.

I saw somewhere that Costco sometimes carries it, sliced
Costco makes this cut frequently, and has USDA prime at something ridiculous like $6 a pound. Cut against the grain and it's outstanding.
