If we're not allowed to tackle the ball carrier unless he can see it coming, then just end the sport.
Cooks not seeing the tackler was not the issue. It was a play in the open field - the defender had other options to bring him down other than blasting him in the head.

Once you become a runner, which Cooks clearly was, he is not defenseless and it's not a panealty
