NFT: Wood chipper experts

I am disassembling an 8 HP Sears Craftsman wood chipper to change the blades.

I see 3 blades with sharp edges all of which need to be sharpened....I can take care of that.

The chipper also has something called "flailing blades".......These blades are on a pivot and swing freely, so I get the term flailing. I can not see where these blades are sharp on any surface...all are blunt.....I am relatively certain that there's no reason to replace these blades, as it looks like there was never any edge on them that could have been sharp.....If correct, I have no idea why they call it a blade and not a flailing crusher or the like...Am I correct?
