That's 17+ total returning players if you include at least 2 OL. So to answer your question, that would be 36 new players on the final 53, which seems very high but apart from those listed above there's not much left:
DL: Wynn, Robert Thomas, Jordan Williams - at least 2 of these will be replaced by rookies and Mauro
LB: mentioned Moss, but after that Munson, Okwara, and Herzlich...hopefully we find better depth than that trio
DB: not much here, maybe Deayon
OL: Jones is the closest to a "lock" and Flowers is currently pegged as a starter. But neither are really even average starters at this point and the depth is pretty weak.
TE: I like Adams and he will likely make it, but hopefully he'll have some competition.
FB: Smith - surprised there's no competition at this point.
WR: Lewis has talent and Rudolph can make some plays, but they're nothing more than 6th WRs at this point.

3-13 + new coach + new GM = real chance at near 50% roster turnover.
