Giants' problems started in training camp By JUDSON HAND JR. Press Staff Writer

“In some ways, the cracks in the foundation started in training camp. Before the opener, Parcells knew he was in for trouble at both tackle spots, plus right cornerback. Both of his starting tackles from the Super Bowl were ailing. Right tackle Karl Nelson would miss the entire season with Hodgkin's disease. By preseason's end it was clear that left tackle Brad Benson was not the player he had been. Benson wound up playing all 12 games while William Roberts took over for Nelson the entire season. When right guard Chris Godfrey hurt his knee in the second game, it meant problems at three of the five interior line spots. Partly as a result, Joe Morris had his worst season since he cracked the starting lineup in mid-1984. It took a strong finish to put him at 658 rushing yards and a 3.3 average for the season. His rushing touchdowns fell from 14 to 3. The Giant offense, one of the weakest in the conference, benefitted greatly from the strong performance of quarterback Phil Simms, who threw 17 touchdown passes, and tight end Mark Bavaro, who had 8 TD catches. The defense wasn't as good as its numbers. It blew four leads in the fourth quarter, though allowing only 227 non-strike points, second-lowest to the 49ers in the conference. The loss of cornerback Perry Williams for the first two games with a pinched nerve in the neck cost them a great deal. The special teams played worst of all, particularly the coverage teams. The Giants consistently put their defense in a hole, allowing 15.9 yards per punt return and 21.5 per kickoff return. Then came the brutal schedule. It felt like the Giants had the meanest opponents in the league, all fired up to dethrone the defending champs. It turns out that they did. With a combined .562 percentage (126-98-1), the Giant opponents were the toughest faced by any of the other 27 NFL clubs. They faced the conference's top four in Chicago, San Francisco, New Orleans and Washington.

THE 1987 Giants will hold a dubious distinction in National Football League history. By finishing 6-9 this season and last in the NFC East, they became the first Super Bowl champion ever to finish in last place the following year. They arc only the fourth among the 21 winners to post a losing record. It could have been worse. The San Francisco 49crs finished 3-6 in strike-torn 1982, the worst winning percentage ever for a defending champ. That '82 disaster nearly convinced head coach Bill Walsh to quit. Giant head coach Bill Parcells doesn't want to leave, however. He may have considered it during the bleak days after this year's 24-day players strike, but he's dismissed it now. He's looking ahead. "I'm glad we played better in the last month of the season," Parcells said. "That always leaves a better taste in your mouth." The sooner this season is forgotten, the better. The problems began in training camp, surfacing particularly on the offensive line and in the secondary. They would spread finally to running back and quarterback. It only took one game for the magic of last year's Giant 17-2 finish to evaporate. The Chicago Bears took care of that with a 34-19 battering in the opener. Bruised and beaten, the Giants lost a tough 16-14 decision to the Cowboys, then went on strike. When the regulars returned, they inherited an 0-5 record, courtesy of three replacement losses. No 0-5 team has ever made the NFL playoffs and this year's Giants quickly learned why. The pressure to win is enormous. There is no letup. "I just don't think we ever recovered from that 0-5 start, psychologically," Parcells said. "The room for error is so minimal. As it evolved, with teams coming back to us and everybody having similar problems in sustaining winning streaks, there were some opportunities. But we never could put together enough wins to take advantage of it." What really killed the last vestige of hope was the fourth-quarter collapse in Dallas the second game after the strike. When Ed Jones tipped that Phil Simms pass to Jim Jeffcoat for the 26-yard touchdown, the season effectively ended. "Had we won that game in Dallas and won the next two in a row like we did, we would have been 4-5," noted Parcells. "The way things were evolving, we may have had a shot. But that's could-have-been stuff."
Next year they'll get a last place schedule, but it will still include every one of the above four contenders except Chicago. Overall, the Giants' 1988 opponents played at a .488 clip this year. (Here's a position-by-position look:

QUARTERBACK: Simms missed three games with a sprained left knee, otherwise he would have had an excellent shot at the Pro Bowl. He threw 1 7 TDs compared with only 9 interceptions, compiling a career-high passing rating of 90.0. Jeff Rutledge, who filled in for one strike and three regular games, was up and down. His rating of 53.9 reflects 5 TDs and 1 1 interceptions. Third-stringer Jeff Hostetler has not attempted a pass in four full seasons.

RUNNING BACK: Morris was a big disappointment, dropping a yard per carry rushing from 4.4 to 3.3. He did gain 224 yards and average 4.7 yards over his final two games. "Joe is the kind of player who usually builds during the season." said Parcells. "I think the interruption in play really hurt him." The rest of the running backs are a jumble. George Adams (169 yards, 2.8 average, 1 TD) and Lee Rouson (155, 3.8) took up some of the slack from Morris on the ground. Adams (35 catches, 8.5, 1 TD) and 33-year-old Tony Galbreath (26, 9.5) were the leading receivers. Veteran Ottis Anderson is strictly insurance. He carried only twice for six yards and caught only two passes for 16.

RECEIVERS: Mark Bavaro, despite playing hurt for much of the year, had another outstanding season. Bavaro carried the offense at times, (55 catches, 15.8 average, 8 TDs) and his blocking is outstanding. But it's a shame the talented Zeke Mowatt plays so little at tight end. Mowatt caught only three passes all year. Lionel Manuel (30, 18.2, 6 TDs) has emerged as the veteran of the wide receivers, with two rookies coming on quickly. Both third-rounder Stephen Baker (15, 18.5, 2 TDs) and fourth-rounder Odessa Turner (10, 19.5, 1 TD) showed flashes. First-round pick Mark Ingram played sparingly and caught only two passes all year. Phil McConkey (II, 16.9) continues to play a spot role, while Stacy Robinson (6, 9.7, 2 TDs) missed almost the entire year with a fracture in his leg.

OFFENSIVE LINE: With Nelson out, William Roberts played right tackle, switching over from the left side. After a very slow start, he had a strong last four games and could return there next year. On the left side, Benson's retirement gives rookie Doug Riesenberg a chance to start. It appears Chris Godfrey won back his spot at right guard after his knee injury, so Damian Johnson is once again looking for a way to crack the lineup. Johnson has played both tackle and center as well. Starting center Bart Oates had a solid season and left guard Billy Ard deserved Pro Bowl consideration. Ard was the most consistent Giant lineman.

DEFENSIVE LINE: By season's end, the Giants had a front three of second-year men Eric Dorsey, Erik Howard and John Washington. Dorsey has an excellent shot at beating out George Martin at left end, while Howard will be hard to move out of nose tackle. Washington will give Leonard Marshall a battle on the right end. The big question mark is nose tackle Jim Burt, who underwent back surgery late in the season.

LINEBACKER: When three of your four starters make the Pro Bowl, you can't be too worried. Lawrence Taylor and Carl Banks could be the best outside players in the league, while Harry Carson continues to build on a Hall of Fame career inside. Young Pepper Johnson beat out Gary Reasons for the other inside spot. Reasons could get his job back when Carson retires in a year or two. The most talented backup, outside linebacker Andy Headen, would start for most other clubs. The other outside backup, Byron Hunt, is a talented veteran who may be trade material. Inside backup Robbie Jones has value chiefly on the kicking teams.

DEFENSIVE BACK: Starting cornerbacks Mark Collins and Perry Williams had fine years, though each missed games with injuries. The safeties, however, were not as effective. Knee and shoulder ailments have hampered free safety Terry Kinard, while strong safety Kenny Hill has been bothered by shoulder and ankle problems. Tom Flynn played well as a backup for Hill and Herb Welch has started at both corner and free safety. Second-year man Greg Lasker has been disappointing, while last year's second-round pick, Adrian White, has to control his temper on the field.

SPECIAL TEAMS: This is clearly a trouble spot. Kicker Raul Allegre made 1 7 of his 27 field goal attempts, including only three of 9 from 40-49 yards. Punter Sean Landeta was down in gross average (42.7 yards) and way down in net average (31.0). The return tandem of McConkey and Rouson both had their best seasons. McConkey averaged 9.4 yards on 42 punt returns, while Rouson carried back 22 kickoffs at a 22.6-yard clip. It was the coverage that needed work. The Giants were near the bottom of the league in both punt return average and kickoff return average. Players like Rouson, 'White and Turner will be counted on to help that performance. Parcells also plans to put more starters on the coverage teams.

COACHING: Parcells, who has already told players he will return next season, is expected shortly to sign a four-year deal worth $3.4 million. The deal has been set since March, but the coach didn't sign to take advantage of lower tax rates in 1988. Most of his assistants should be back, but Parcells says he will evaluate each one now that the season is over. One assistant, special teams coach Romeo Crennel, has expressed concern about his job, based on the team's performance in his area.”

Lieber SI: GIANTS OFFENSIVE TACKLE KARL NELSON, STRICKEN 10 MONTHS AGO BY HODGKIN'S DISEASE, IS WORKING BACK INTO CONDITION

“Only a handful of men have resumed NFL careers after bouts with cancer. But Nelson, a hearty 6'6", 273 pounds, has apparently overcome his, and according to Dr. David Wolf, one of Nelson's doctors, it is now in remission. Since mid-February, Nelson has sequestered himself four days a week in the basement of Giants Stadium, enduring five monotonous hours of physical therapy, strength training and cardiovascular conditioning.

For the next five years he must undergo a semiannual CAT scan. According to current research by the National Cancer Institute, there is a 40% chance that the Hodgkin's disease will recur in that period. If it doesn't, Nelson will be pronounced cured.

"The irony is that the cancer may have added another year to my football career," says Nelson, 28, laughing. "It meant an entire season that my knees didn't take a pounding on AstroTurf."

In January, Nelson underwent innovative, intricate shoulder surgery that also may have helped to extend his career. The head of Nelson's left humerus bone had popped out the back of his shoulder joint, an uncommon dislocation. Warren, a leading shoulder specialist, performed a posterior shoulder stabilization, in which he tightened the joint in Nelson's upper back by repairing the soft tissue of the shoulder and grafting the tissue onto the muscle of his upper back. Warren also removed a piece of shoulder blade that had broken off.

Shoulder stabilizations are tricky procedures. If the joint is tightened too much, the patient loses his range of motion. For example, he wouldn't be able to extend his arm overhead or across his chest. Moreover, few if any patients have had their shoulders subjected to the violent charges of defensive linemen or swift, powerful linebackers. "Because an offensive lineman uses his arms to block, enormous forces are placed on the back of his shoulders, play after play," Warren says. "That's exactly where Karl's graft is."

Normally the recovery period from such a procedure lasts from eight months to a year. The short end of the scale would put Nelson back on the field Sept.5 for the Giants' opener against the Super Bowl champion Washington Redskins in the Meadowlands. At the long end, however, he wouldn't be back in action until the end of the season.

The Giants desperately need a healthy Nelson at right tackle. He is one of the NFL's best at run blocking. Until his illness he had started 55 consecutive games, had missed only two practices in three seasons and had blasted more holes for running back Joe Morris than any other Giants lineman.

In 1986 Morris rushed for 1,516 yards and 14 touchdowns, and most of those yards were gained on plays called to Nelson's side of the field. Last season—with William Roberts playing right tackle and Godfrey, who was hampered by a bruised left knee, at right guard—Morris rushed for a mere 658 yards and three touchdowns...”

MADISON, N.J. (UPI) “Pro Bowlers Carl Banks and Mark Bavaro were among six unsigned free agents missing when New York Giants veterans were due at training camp.

First round pick Eric Moore, a tackle from Indiana, is also unsigned and out of camp. The Giants' other 12 draft choices reported when camp opened Monday at Farleigh Dickinson University.

The other unsigned free agents are guard Chris Godfrey, tackle William Roberts, fullback Maurice Carthon and punter Sean Landeta.

Linebacker Banks and tight end Bavaro are expected to be out of camp the longest. Banks earned $300,000 and Bavaro $160,000 last year - far below the NFL's top players at their positions.”

Associated Press MADISON, N.J. “How bad did things get for the New York Giants in last year's miserable ride from Super Bowl champions to last place in the NFC East?

Consider this: Nine-lime Pro Bowl linebacker Harry Carson came real, real close to calling it a career late in the season on a cold afternoon in December at St. Louis. Carson recalls the game well. The Giants were about to lose for the ninth time in 13 games and there was some dissension in the ranks. The loudest dissenting voice was in Carson's own head, though. It reminded him that he was 34 years old and that his right knee again hurl like crazy despite the presence of anti-inflammatory drugs. It was also asking him if he really wanted to go through this for a 13th season in 1988. "Last year was not a lot of fun," Carson said at the Giants training camp at Fairleigh Dickinson in Madison. "After the Cardinals game I wanted it to be over. I was depressed."

Quitting was on his mind, but Carson said he
is approaching this training camp like he has every other, taking nothing for granted and fighting hard to keep his job at starting inside linebacker. "It's not a real chore," Carson said. "Anyone who plays more than nine years realizes the end is near. When you are young, you think you can play forever. "Now you cherish what you do every time on the field. It's a big thrill." Carson will be pushed for his starting job this year. Thomas "Pepper" Johnson and Gary Reasons have both learned the inside linebacker jobs well and Giants coaches have high hopes for Ricky Shaw, a fourth-round pick out of Oklahoma State. "Deep inside, I want to have a hellacious year and go to the Pro Bowl," said Carson, who admits he did not deserve getting a record-tying ninth Pro Bowl trip last year despite a second-best 94 tackles. "I want to be in it 10 years instead of nine. If I make it, that will be great. If I don't, I don't." was talked out of it by "people" whom he refused to mention by name. Carson has come to training camp this year with a much brighter outlook. His knee is also feeling better following off-season arthroscopic surgery that removed 15 pieces of cartilage. "I appreciate being 34 and being able to do something that I have enjoyed doing since I was 12," Carson said. "(Giants coach) Bill (Parcells) has always trusted me to know when it was over. He has trusted me to know even before he knows." Parcells said knowing when to keep a veteran and knowing when to let one go can be the hardest decision for a coach. "He (Carson) just has to prove to me that he can do it," Parcells said. "He has to prove that his heart is still in it. If it's not we'll sack up the bats." Parcells was very quick to point out that he was not questioning Carson's heart, just looking for indications that he was ready to play. "I keep telling them God can take it away at any time," Parcells said. "God has not paid me a visit yet," Carson said when told of Parcells comments. "He's here, but he's not messing with my heart."

NYT: N.F.L.; Giants Have Plenty of Wide Receivers

“The Giants' veterans have been in training camp for only a week, and things are already crowded at wide receiver.

There are 11 in camp: 3 veterans (Lionel Manuel, Stacy Robinson and Phil McConkey), 3 second-year players (Odessa Turner, Mark Ingram and Stephen Baker), 1 draftee (Greg Harris) and 4 rookie free agents (Eric Oglesby, Stanley Howard, John Williams and Michael Stewart).

Five of them will probably be around when the Giants open their National Football League season Sept. 5 against the Washington Redskins, the Super Bowl champions. All the surviving wide receivers will probably be holdovers and, barring injury, they seem sure to include Manuel, Turner, Ingram and Baker. Looking for Depth

''The receivers are doing all right,'' said Coach Bill Parcells between practices today at Fairleigh Dickinson University's Florham Park-Madison campus. ''I think we have a chance for more depth.''

At the moment, Manuel is starting at flanker and Turner at split end. Baker is playing split end in the regular formation and flanker in the shotgun. McConkey can play both positions as well as slotback in the shotgun. Robinson is a split end, Ingram a flanker.

Parcells and his new receivers coach, Tom Coughlin, have been especially impressed with Manuel and Ingram. Manuel has a history of injuries, and Ingram was disappointing last year as a first-round draft choice. Turner has not had a good camp, but no one seems concerned.

''Manuel got married and he's more mature,'' said Parcells. ''He's a good player if I can keep him out there. Odessa knows a little more. He has tremendous staying power, and that's big for a wide receiver.''

At 5 feet 8 inches and 160 pounds or lighter, Baker is destined for spot roles in 20 or 25 plays a game. He may also return punts, which McConkey has done for four years.

Coughlin said he had been impressed by Baker's quickness, Turner's strength and power, Manuel's in-and-out cuts, Ingram's ability to find an open area, Robinson's ability to shed initial coverage and McConkey's intelligence.

''I like them,'' said Coughlin. ''They're enthusiastic and work hard and listen hard. They want to learn.'' Scrimmage Set for Today

The Giants will hold a controlled scrimmage, open to the public, at 1:50 P.M. Saturday. The players will have Sunday off. . . . Lawrence Taylor said he weighed 235 pounds, his lightest ever for a training camp, and felt faster than ever. . . . Sean Landeta, the unsigned punter, said by telephone he hoped to be here in a few days . . . . In practices Thursday, Billy Ard started at left guard and Doug Riesenberg at right guard. On Friday, the starters were Ard (backed by Chris Godfrey) and Damian Johnson (backed by Riesenberg). ''I'm throwing them around,'' said Parcells, ''and they're wondering what's going on.''

AP: Giants' Anderson battling for spot

“Ottis Anderson is the 10th alltime leading rusher in the history of the NFL, but that doesat matter much coming off last season when he carried the ball only twice for ft yards. Anderson, a 10 year veteran, came to the New York Giants training camp worrying about the same two things that bothered him in camp a year ago. One problem involves having his car with him. Actually, that's the minor concern. The big one is making the Giants "This year I'm not sure at all," Anderson said, adding he didn't bring his car with him this year from his home in Creve Coeur, Mo., because, he wasn't sure he'd be asked to stay on the team. "I didnt bring my car. I didn't bring a couple of bags. Mentally, I felt if something happened I would not have to worry about getting my car home or where I was going. So I came prepared to move, and I'm still thinking to move even now," he said. Anderson is not your ordinary free agent or draft pick looking for a job with the Giants. He has gained 8,088 yards lifetime on 1,885 carries. But Anderson right now is the No. 4 halfback in the Giants offense behind Joe Morris, George Adams and Lee Rouson. One thing is almost certain. Coach Bill Parcells is not going to carry four halfbacks. Anderson may have improved his position somewhat in a scrimmage Saturday by rushing for 68 yards on 12 carries, by far the best performance among the running backs. "You can't count one scrimmage and say, 'Wow, he did this and he did that'," the 31 - year - old Anderson said. "I was running with the third unit and the third unit was running against the third unit. There was a lot of free agents. Joe (Morris) or any rookie running back could have done what I did. It was nothing special." But Parcells noticed. "This kid has a great attitude," the coach said. "If he runs anything like Saturday, I'd say his chances are good."

Tackle Karl Nelson will be given four days off and see only limited action this weekend in the Giants preseason opener against Green Bay. Nelson, who missed all of last season while undergoing treatment for cancer, will play 20 - 25 plays on Saturday against the Packers, Parcells said, adding he just wanted to give the big right tackle a rest this week. "The next week will be important," Parcells said. "I'm going to practice him hard. If he makes it, then hell be OK. If not, I'll have to think about something else."

NYT: “While the Giants are two key players and several cuts away from being one big, happy family, the team broke camp this afternoon on a positive note, although there was one discordant sound.

Jim Burt, the Giants' eighth-year nose tackle, suddenly walked off the field this morning. It was later learned that Burt, who had lower-back surgery last season, had suffered back spasms and was treated by the team trainer.

Parcells initially dismissed Burt's spasms as ''nothing serious,'' but he then amended his observation.

''It's a serious factor because I have to start thinking about cutting down my team,'' Parcells said. ''If he's not healthy, that forces me into a situation I don't want to be in.'' Rookie to Start? The situation is this: With Burt's condition questionable and with Erik Howard hobbled by a hip injury, Parcells may have to start John Carter, a 6-foot-4-inch, 260-pound rookie, at nose tackle against Cleveland on Friday and possibly against Washington in the season opener on Sept. 5.

Fortunately for the Giants, Carter, a fifth-round draft pick from Pittsburgh, is no stranger to nose tackle. He was projected as a defensive end when he came to camp, and played behind Eric Dorsey on the left side. But Parcells also alternated him with Burt and Howard at nose tackle.

In any case, the turn of events today underlined one of the Giants' strong suits this season: depth.

In fact, Parcells said that one of the most satisfying aspects of the six-week training camp, aside from the 3-0 preseason record, was the fact that there had been fierce competition at several positions, and that the competition had made weak areas stronger and fortified some of the solid areas. 'We've Worked Harder'

''We've worked harder; I think we've coached better,'' Parcells said. ''I just think the whole atmosphere has been much more conducive to getting ready to play. That doesn't mean you're going to win. It just gives you a little better chance.'

The Giants' chances of winning were improved Monday when the punter, Sean Landeta, signed a two-year, $455,000 contract, ending a four-week contract dispute. Landeta practiced with the team this morning, and several of his more impressive punts were met with ''amen's'' from watching teammates.

''It felt good to be back in the atmosphere of the game,'' said Landeta, who finished fourth among National Football Leaue punters last season with a 42.7-yard average. ''It's nice to stand out in the sun with your shirt off getting tanned and punting, but it's completelty different when you have on pads, a helmet and have people rushing you.''

His return was not without its price. As soon as he pulled up to the player's dormitory, teammates started in on him with comments, and the teasing didn't ease during practice.

''After practice, my back was a little sore and I said that it probably came from doing all that punting,'' Landeta said. ''Somebody said, 'It's not the punting; your wallet's too heavy.' ''

Carl Banks, the All-Pro linebacker, and Mark Bavaro, the All-Pro tight end, remained unsigned. Stronger Offensive Line

Oddly, two weeks before the Giants' opening date with Washington, one of the team's strengths may be its offensive line, a problem area most of the summer, though one that may have benefited from much of Parcells's attention.

William Roberts, hobbled by an ankle injury for three preseason games, is expected to start Friday, and he appears to be ready. The rest of the first-string line has played progressively better each week. With Joe Morris and Maurice Carthon reunited in the backfield, the Giants could come close to regaining the form they showed in 1986, when their ground game accounted for 2,245 yards.

The team's primary problems could be with its passing game. Parcells said that he was still waiting for one of his wide receivers to emerge as a dominating force.

''I'm generally pleased with the way things have gone in camp,'' Parcells said, summing up, ''but we've got a long way to go, and I have a lot of concerns: special teams, the health of our defensive line, the play of our linebackers. It worries me.''

“Here's what will happen to the NEW YORK GIANTS in 1988. In the first six games, the tough part of their schedule, they'll go 3-3. It will take them that long to get their legs back after Bill Par-cells' merciless training camp. Everyone will write about another Giant slide.

But just one of their final 10 games (New Orleans) is against an '87 playoff team. The run begins with Detroit, Atlanta and Detroit again and ends at home with Phoenix. Kansas City and the Jets. How can the Giants fail to make the playoffs?

One way: if the offensive tackles break down. It happened last year. Brad Benson got old in a hurry on the left side. William Roberts, filling in for Karl Nelson on the right, had a miserable season. Parcells said he didn't coach very well, either. I know what he means.

Remember? Giants at Dallas in a Monday-nighter last November. Roberts is getting overrun by Too Tall Jones. On the sidelines Parcells is standing with his arms folded. No help is in sight for Roberts, either from the tight end or the blocking fullback. No rest for a series. Too Tall crashes in again, quarterback Phil Simms goes down with a knee injury, and the season is over.

Actually, it was over before that. In 1986 the strength of the offense, in addition to Simms's miraculous work, was the power toss right—Joe Morris running behind tight end Mark Bavaro, Nelson, and right guard Chris Godfrey, with left guard Billy Ard pulling and leading, along with fullback Maurice Carthon. For much of '87 Nelson and Godfrey were sidelined. Bavaro was playing on one leg, and Carthon was benched for George Adams, a nonblocker. Who got all the blame? Why, Morris, naturally.

So the Giants selected tackles with their first two draft choices. No. 1 pick Eric Moore isn't challenging Roberts, who is on the left side now but has yet to prove he can play in the NFL. Nelson, a terrific drive blocker, is back on the right side after battling Hodgkin's disease last year.

The defense should improve, thanks to added depth. Lawrence Taylor had his usual good exhibition season. If the Giants can block people, they'll go far. It's as simple as that.”

“The suspension of linebacker Lawrence Taylor left his New York Giants' teammates tight-lipped and grim one week before their season opener against the Washington Redskins.

However, there was some good news in the Giants camp when it was reported Monday night that New York came to contract terms with holdout Pro Bowl linebacker Carl Banks.

Taylor was suspended Monday for 30 days by NFL commissioner Pete Rozelle for drug abuse. The Giants seemed stunned at the thought of facing the Super Bowl champion Redskins and their next three opponents without their best defensive player -- a seven-time All-Pro and the NFL's top player in their 1986 Super bowl title season.

'Obviously it's a blow to our team,' Giants Coach Bill Parcells said. 'Quite frankly, I'm a little surprised.'

'I had every reason to believe things were in good shape,' Parcells said. 'I thought he had a very good preseason. I'm not angry. I feel like a coach trying to get his team ready to play the Washington Redskins.'

Rozelle announced the suspension in a Monday morning statement:

'Lawrence Taylor of the New York Giants has been notified that he has been placed on that club's non-football illness list for a period of 30 days effective today.

'The action was taken after Taylor violated provisions of the NFL's substance-abuse policy. He has been instructed to remain out of the Giants' training facility until Sept. 28.'

Taylor, 29, is considered a two-time offender under the league's drug policy. He underwent rehabilitation after the 1985 season and came back to win MVP honors the next year. If he tests positive again, he will be banned from the NFL for at least one year.

Banks, who has missed all of training camp, reached agreement on a deal believed to be worth $3.5 million over four years. He had been seeking a $3.8 million pact and the Giants' original offered $3 million.

Banks said he would report to Giants Stadium Tuesday to sign the deal and begin practicing Wednesday. He said he expects to be ready for the regular-season opener Monday night against the Washington Redskins.

Banks, the third player picked in the 1984 draft, has emerged as one of the NFL's most dominant run stoppers and overall linebackers.

His agent, Dr. Charles Tucker, said Taylor's suspension was not used as a bargaining ploy with Giants General Manager George Young.

The news about Taylor's suspension could have left the Giants feeling outraged and betrayed, or perhaps feeling sorry for their teammate. Nobody outside the team knows for sure, because they refused to share their thoughts.

'I have no comment,' said Giants defensive end George Martin, the NFL Players' Association president. 'I'm not saying I don't have an opinion, I said I don't have any comment.'

'I don't have anything to say about it,' said linebacker Harry Carson, the defensive captain.

Giants General Manager George Young and Taylor's Houston-based agent Gary Kovach also refused comment.

Parcells said he spoke to Taylor Monday morning after being notified.

Taylor was the ninth NFL player and second defensive star supsended by Rozelle under the league drug policy this preseason. Washington defensive end Dexter Manley was suspended for 30 days at the start of training camp and returned to the Redskins Monday. He will play against the Giants Monday night.

The Giants have the option of paying Taylor during his suspension. If he is not paid, he will lose $250,000 -- one-fourth his $1 million salary. Parcells said the NFL will decide if Taylor will be treated as an in-patient or an out-patient. He said Taylor will not be allowed to be with the team any time during the suspension.

In early 1986 Taylor entered a Texas rehabilitation center. He admitted March 20 to undergoing treatment for 'substance abuse.'

But Taylor's attitude during this preseason indicated he was clean and ready to play. During training camp he said he was preparing to become a team leader, and he pronounced himself in the best shape of his career after the exhibition season.

However, Taylor was accused by a Morristown, N.J., man of kicking his car during the early morning of Aug. 19. Taylor said he was upset at the man for tailgating. At practice the next day, he tore up the accident report and told a reporter, 'Get out of my face.'
