Neither one is really true. The necessity of Miranda is situation-dependent.

If you want to question a person you identified as a 'suspect', and you conduct a custodial interrogation, you have to Mirandize him.

on a suspect. In a murder case you probably want to err on the side of caution anyway, whether a person is a potential triggerman, a potential accessory, or whatnot. But trying to conduct something less formal, without Miranda, is certainly a reasonable tactic and, if done well, is both permissible and effective.
