But if they had a timeout they could have called it and then lobbied for a measurement or at least have given the officials time to think about it.

If they call a timeout then the Panthers could just line up and kick even if he didnt get the 1st down.
The advantage was the panthers were going to have to rush the FG unit on without a T.O. nor the ability to spike the ball.

Exactly. Because obviously a review could not be done in the 5 seconds between McCaffrey being tackled and Cam spiking the ball
