As many have pointed out, the demand for a franchise QB is relatively low in 2019. So assuming QB is where we want to go, here is who we should be rooting for. Giants currently have the top pick.
Team (current draft pick)
Oakland (6th) vs. Seattle
I dont think they can get out of Carr's contract but he is having a rough year and Gruden has already traded away arguably the best defensive player in the league, so who knows.
Dallas (7th) vs. Jacksonville[b]
I dont know many people who think Dak is so talented that they would pass up a QB in the 1st if one fell to them.
[b]Denver (13th) vs. Rams
Denver will almost assuredly be in the market for a QB. Keenum is clearly not the answer and looks like a really good backup.
Washington (14th) vs. Carolina
Alex Smith is a nice holdover and I probably like him more than most but as KC proved, he is not a reason to pass on a 1st round draft QB.
Below are teams that could draft a 1st round QB but look like potential playoff teams and probably wont be a threat to take "our guy" whoever that might be.
Pittsburgh (18)
They took Mason Rudolph last year so a lot depends on how they feel about him.
Jacksonville (19)
I really think the Jags philosophy is to stick with Bortles because they like him more than most and they know his cap number will never restrict them like it would if they had a star QB.
Miami (20)
Gase seems to like Tannehill more than most and they might take the same tact as Jacksonille with Bortles.
Tampa (22)
Big decision to be made with Winston. I think they stick with him but the second half of the season probably decides it.
Tennessee (23)
I think they give Mariota a 5th year and ultimately move on from him.
New England (24)
Who the hell knows - always a wild card.
Chargers (25)
Rivers is playing as well as ever and they have offensive weapons in their prime so I could see them taking a mid round QB to try to develop over the next 2-3 years.

If he plays well and saves Koetter’s job, he’ll be back. If they play poorly him and Koetter will be on the next bus out of town. Koetter almost got canned last year. He seems to be a better coordinator than head coach (hope we aren’t saying that soon).
I think they will but he will go to another QB needy team which will cancel it out. Just hope that Carr finishes strong so that they are forced to keep him.
I fully expect Gruden to try to get "his" QB in the draft. They're the biggest threat here imo
