Tennessee was running the ball and eating the clock. Dallas had to pass the ball and didn't do that well.
That's pretty much the story of the game. The dallas offense is supposed to be better than that. We can say the defense shouldn't have allowed 28 points, and sure, it's a bad showing by them, but they were still shut out in the second half. And they've got their own '20 points or less' streak going now to. 12 of the last 16.
