Ian Rapoport was the first to report the Foles' trade scenarios almost a month ago. He mentioned both picking up the option and the franchise tag as the alternate trade mechanisms.

Foles has 5 days from being notified of his intent to excercise/accept the option. (Hence, a mutual option.) If Foles declines the option, then he must repay $2M to the Eagles. At which point, the mutual option of $20M salary is voided and Foles becomes eligible for FA. The Eagles still can tag Foles at $25M. Doing so, they would need Foles to sign the tender before trading him. The expectation that the Eagles would be asking for a 3rd round pick (min) as that would be the equivalent compensatory pick they would receive in 2020.
Eagles did what they did so looks like they want to play the game. Though it’s really just like checking in poker. Everyone knows you have nothing but you don’t have to do anything until it comes back to your turn so why fold. There is still a chance Foles folds and opts out giving them 2 mil. Which then gives them the option of franchise tag or let him walk and get a comp pick.
Now if Foles calls their bluff it’s still not over because another team could blink and make a trade for him. Because they want to lock up his rights for 20 mil one year contract. eagles get a pick. I originally thought the tag would only restrict a player who was still under team control and by buying out his contract for 2mil, he wouldn't be under their control. I figured that was his point in signing the two way option deal, where something could benefit him besides the salary.
That's what had me thinking if he didn't sign the tag his deal would go back to him being a FA, not a LeVeon Bell type situation where the team still controls him but again, thanks for clearing it up for me.

I wouldn't blame the agent; this is the wonderful world of the owner-friendly CBA, where teams have multiple options for controlling their serfs.
As for Foles' motivation here: yes, the Eagles get to tag him, but the tag will be $25 million, so Foles comes out ahead.
Or he gets a lucrative multi-year deal as s FA if the Eagles ultimately shy away from the tag.
Or he gets that deal after the team he is traded to tears up the tag for the multi-year.
