Eli and SD was much more of a jerk move and I am still glad he did it. If he has been assured or possibly even signed something to go to Arizona why should he have to visit all these other teams if he doesn’t want to? I probably wouldn’t do it, but I dont see it as much of anything.
On a side note, he really has a different personality. I have only caught a few interviews with him and he seems uncomfortable in all of them. He has plenty of talent but I wonder if he would succeed in NY if we were at the top and taking him. It is such a massive amount of media here I think you really have to have a certain type of personality to succeed no matter how well you can play.
If he's definitely not going to be drafted by them, the meeting is all to their advantage, with no benefit to him. Why give them any info or scouting that would be used against you?

Refusing to work out for Indy? When a player is pretty certain a team won’t pick him, whether through availability or their lack of true interest in them, that’s their prerogative. I would get sick of flying all over the country to put on auditions as well. Especially when a team isn’t in the best position to even acquire me or is only asking me to come in as some sort of PR stunt.

Absolutely no one is predicting that Murray will last until the 15th pick, but if he somehow did AND Wash was interested, do you really think they'd pass on him JUST because he cancelled a visit?

It's not just the travel either, the QBs are given homework and expected to perform on the board. It's not a quick meeting at a coffee shop - there's a considerable time and energy commitment involved.
Also, it's likely he and his agent just received some confirmations on where he'll land and Washington isn't on the map.
