the prosecutors might have had their hands tied as neither (Hill and Crystal) can be forced to testify as they would plead the 5th amendment against self incrimination. Hence, no charges despite acknowledging that they believe a crime was committed. But the NFL as we know has a much lower burden of proof to enact discipline under the Personal Conduct Policy. At this point, Roger should place Hill on the Commissioner's Exempt List until an investigation is resolved. Force Hill to testify on the record (5th amendment doesn't apply in a workplace investigation). If he refuses or is not truthful, then an indefinite suspension until testimony is given.
