I don't think it made sense at all. With so many corners still on the board, it was a sure thing to get one at 37 who would've very likely had a similar grade. Yes, you get the 5th year option, but now your next pick isn't until the 32nd pick of the 3rd round, unless they trade back up. Yuck.
#132 overall & #142 overall, to move back into the middle of the second to the middle of the third, and keep #37. For all they knew Baker would've still been there at #37, but at any rate, the drop-off to a guy like Rock Ya-Sin, or Julian Love, or Byron Murphy wouldn't have been great or would've been non-existent altogether.

Greedy Williams still available as well. I like Baker but I agree those 4th & 5th rounders probably would've been better spent making a big jump in the 3rd round.
