What is the difference between nano cell technology versus quantum dot? Difference between IPS panel and VA panel? Is one really better that the other.
It's really up to what you want

What is the difference between nano cell technology versus quantum dot?

Nanotechnology is being used to create quantum dots, so it's not really one vs the other. You're probably thinking of OLED vs Quantum Dots. Here's a couple of articles that explain quantum dots:

QLED and Nano Cell: What they are and why we say they can compete with the quality of the OLED?

Quantum dots explained: How this nanotechnology could give OLED TVs a run for the money

So, from the articles, it looks like Quantum Dot technology is trying to undercut the cost of OLED with a similar quality.

HOWEVER...you have to be CAREFUL about what you get, as apparently cadmium has been used to create them (and you really don't want something this toxic in production). It looks like they are trying to get around that, but the Chinese haven't been the best at enviromental controls, so we'll see.

Difference between IPS panel and VA panel? Is one really better that the other.

IPS gives you better viewing angles (makes it popular for Computer Monitors), VA better contrast (better for TV's).

IPS vs VA: Comparing LCD types found in TVs

As with any new technology, give it a few years to get the kinks out, and to come down in cost. In the meantime, don't forget about "fine tuning" your TV (there are many sites that have best use pre-sets that make a HUGE difference!!)

Is the best. Just get an OLED TV and you are set, the regular B series LG TVs will suffice as they all use the same panel and the others have a few more bells and whistles but it’s basically the same picture.
The real question: what kind of set is best for WATCHING FOOTBALL?

My totally uneducamated guess is The Bigger the Better. Pick a size and shop for price.
