If Tanney or Lauletta don't show well, the loser just gets cut and is candidate for the practice squad.
The only way they keep only 2 QBs (Manning and Jones) on the 53 is if Jones plays so much better than Tanney or Lauletta that there is no sense having a 3rd QB. Tanney is the guy to keep around on the practice squad.
Imagine a situation where one of the QBs gets injured and then the team you are facing next week could claim your practice squad QB to leave you scrambling.
Maybe there are gentleman agreements against such a practice but we have all seen cast offs get picked up by opposing teams in an attempt to gain insight.

They cannot just "claim" someone off the practice squad; he has to sign with the other team. I would imagine if one of your quarterbacks got hurt you would activate the one on the practice squad who would stay with you, the system he knows.

That is an interesting strategy I never thought of BUT can’t the scout team QB just say NO ? I don’t think a practice squad player has to go to another team. There have been situations where a player has refused to go to another team.
