and to me it's clear all Shurmur meant is that Jones will still have that time (prior to Dallas when Eli's plays) to continue to get playing time with which to prepare.

If there's a question on who was going to start against Dallas or even early in the season we would have seen a lot more of Eli this preseason. The fact that he basically plays a drive each game seems to say a lot.
That once the season starts your main focus will be on preparing for the weeks opponent and there will be less work done on developing the backups.
Ding, Ding, Ding - we have a winner. Once the season starts, the limited reps that are allowed by the CBA will be with Eli and the 1's. These remaining practices are very important in getting Daniel ready.
Shurmur has so far put Jones in a position to succeed. He's not going Â
to risk that at this point and have him go on the road, a division game, and have them start with a veteran two time winning Super Bowl Champ sitting on the bench.

That quote definitely raised my eyebrow.
Jones hasn't seen a real NFL defense yet, only vanilla coverages and for the most part 2nd/3rd stringers.
Still has alot to learn, and he can learn alot by watching Eli- especially come film time.
