Because everyone wants to play there and win a SB. And it's "the Patriots Way" -- if he fucks up, BB will cut him in a heartbeat. It'll be part of his deal. And he'll accept that because it's the Pats.
$9M is just the signing bonus. It's a 1 yr deal worth up to $15M. Pats are certainly betting a good chunk of change that he'll keep it together this year and not become a problem.
