how is it a penalty when a GIANT player has light contact with the helmet of the long snapper on a kick, but it is not a penalty when a Buffalo defender leads with his helmet and hits a receiver (Latimer) in the side of the helmet so hard that it knocks the receiver out of the game with a concussion?
