San Fran cut him to make room for another RB after the Coleman injury. He's a project-type, not a great blocker but solid skills to become a receiving threat.

But, this is a strange move. We only have 2 RBs on the roster and already had 4 TEs, most of whom can't block. This TE can't block either and needs a lot of coaching for development, which is not a strength of this organization right now.

Yeah, the strange part isn't releasing Perkins, it's signing Smith.

I was just thinking the team needed another short to intermediate target with no deep speed and questionable readiness for the NFL...Ugh

They probably will, but they may wait until we get one or two of our receivers back. They're probably planning to run lots of two te sets until then. Also, Dickerson has been out. After some of those guys return, we'll probably cut someone - maybe Smith.

For 1 more week according to waiver wire rules (I believe). Since they know they are going into this game not dressing Perkins anyway, they can afford to add a RB back next week.

I think you're mistaken (no offense). It's that players signed off of other teams' practice squads must be kept on the roster for at least 3 weeks. Tomlinson was signed as a FA. He can be cut anytime.
