Saying that the NCAA cannot make players ineligible for making money off of their likeness? Because why wouldn't they be able to now, except for that reason?
If the answer is yes, it sounds more like a court challenge than a legislative action.
If the answer is no, then what does this accomplish if the NCAA can still make players ineligible from competing?
I think this is going to end up in the courts where it belongs anyway.

for worker's compensation claims - if you provide a service for compensation, you're an employee, correct? how many college athletes, especially football players who have injuries that linger after their playing days. wc may require payment for those injuries. worker's comepnsation could be a real headache re: paid athletes.
another less complicated issue - should there be a minimum wage?
allowing them to be compensated for their image, sponsoring products - seems a much cleaner way to goal though it will not benefit all players
could it be used in lieu of a scholarship? if you're making money off playing for a school reducing the scolarship based on $ made by player - freeing up that money for other players, students?

My fear is #metoo and all the other political bullshit will make it so field hockey, volleyball, fencing and all the other sports that dont generate revenue - will get their payday too which would certainly not be a good thing for anyone.
Anything that puts money in the hands of the deserving talent / product and out of assistant coaches making $1 million a year (and head coaches making $5 mil+) while non-athletes at the same schools are made to pay $50,000 a year to attend... is a good thing in my book.
